JOINT MEDIA STATEMENT

 

1. Economic Ministers from the ten ASEAN Member States and the Russian Federation (“the Ministers”) met on 10 September 2019 in Bangkok, Thailand for the Eighth AEM-Russia Consultations. The Consultations were co-chaired by H.E. Jurin Laksanawisit, Deputy Prime Minister and Minister of Commerce, Thailand and H.E. Maksim Oreshkin, Minister of Economic Development, the Russian Federation.

2. The Ministers noted that according to preliminary ASEAN data, bilateral trade between ASEAN and Russia grew by 18.4 per cent, amounting to USD 19.8 billion in 2018, as well as that investment cooperation between ASEAN and Russia demonstrates positive development dynamics. The Ministers exchanged views on the potential to boost bilateral trade between ASEAN and Russia from recent global economic outlook and development.

3. The Ministers were pleased to note the progress of the implementation of the Post-2017 ASEAN-Russia Trade and Investment Cooperation Work Programme (Post- 2017 Work Programme) in various areas, including cooperation in trade and investment facilitation; ICT; transport; energy; agriculture; science and technology; smart cities, financial services; tourism; MSME development; women economic empowerment. The Ministers noted a growing number of project activities under the ASEAN–Russia Dialogue Partnership Financial Fund and underscored the need to further strengthen and diversify the mutual multilateral and bilateral project cooperation.

4. The Ministers welcomed the signing of the Memorandum of Understanding (MoU) between ASEAN and the Eurasian Economic Commission (EEC) at the sidelines of the 3rd ASEAN-Russia Summit in 2018 on 14 November 2018 in Singapore. The ASEAN Economic Ministers were also pleased to endorse the Programme of Cooperation (PoC) between ASEAN and EEC, as a work plan to implement the elements under the MoU. The Ministers were confident that the activities in the PoC will forge closer collaboration in areas of mutual interest, thus promoting economic cooperation between ASEAN and the EEC. The Ministers looked forward to a smooth implementation of the PoC.

5. The Ministers encouraged the tight economic cooperation through mutual activities of the ASEAN Business Advisory Council and the Russia – ASEAN Business Council, regular business missions and beneficial interaction among business communities including within the framework of the Eastern Economic Forum in Vladivostok and St. Petersburg International Economic Forum.
