On 9 September 2019, the Office of the National Economic and Social Development Council of the Kingdom of Thailand, in collaboration with the World Bank and the United Nations International Children’s Emergency Fund (UNICEF), hosted the ASEAN High-Level Meeting on Human Capital Development in Bangkok. The Meeting brought together high-level representatives from ASEAN Member States, the ASEAN Secretariat, the World Bank, UNICEF and the World Health Organization (WHO) to promote human capital development and enhance cooperation between ASEAN and international organisations, as part of a people-centred ASEAN Community building process that leaves no one behind and looks to the future.

The Meeting exchanged best practices and success stories on human capital development, in particular investments in health and education, which provided crucial drivers for human capital accumulation. Much focus was placed on children and young people as the key to success. In this connection, the Meeting discussed the progress and challenges of translating the ASEAN Leaders’ Declaration on Ending All Forms of Malnutrition into action. The Meeting recognized the importance of preparing the labour force with the necessary skills to meet the challenges and requirements of the Fourth Industrial Revolution. The Meeting further recognized the potential contributions of the ageing population to the economic and social development of ASEAN Member States and underscored the importance of active ageing, thus welcoming efforts to develop the ASEAN Centre for Active Ageing and Innovation.

The convening of this High-Level Meeting is a reflection of the importance the region attaches to human capital development as an essential ingredient of building a people-centred ASEAN Community and of sustainable development cooperation, which was highlighted in the ASEAN Leaders’ Vision Statement on Partnership for Sustainability adopted at the 34th ASEAN Summit. Following the G20 Summit in June 2019 in Osaka, where Prime Minister of Thailand attended as the ASEAN Chair, the G20 countries were invited to participate at the Meeting in order to render support for human capital development.

The Meeting is expected to advance the agenda on human capital development in ASEAN as a key driver for sustained economic growth and development and the attainment of the UN 2030 Agenda for Sustainable Development, through win-win cooperation on sustainable development with external partners including the G20. Indeed, sustainable development is an area of cooperation that is supported by the ASEAN Outlook on the Indo-Pacific
(AOIP).
